I cannot imagine an MTA grey-listing feature lacking a corresponding
whitelist.  (As mentioned, I don't use that feature in Exim, however.)

It goes without saying that configurations (including default
configurations) of MTAs differ between distros and packagings.
That is one of the reasons I didn't bother looking up where to edit such
a whitelist in my Exim installation:  That datum would not necessarily
have relevance to someone else's.

There are many tutorial pieces on the Web about greylisting
implementations -- plural -- in and for Exim.
