I'm willing to help diagnose the problem; I've got more experience with 
email than I ever wanted to accrue.


I see that there's an include statement for mailchannels.net (shout-out 
local company). I've seen where mail from hotmail.com(?) came through 
them but the IP was not in the (many, nested included) IP range allowed.

The initial SPF had "-all" and the included ones had "~all" but I 
believe the first one has precedence.

i.e. yet another email misconfiguration on the part of large providers 
(outlook.com / hotmail.com / mailchannels.net).



I think the bounce processing just means invalid email addresses are not 
automatically removed from the list.

It shouldn't affect whether non-members can send to the list. If I'm 
understanding the situation correctly...
